Certainly!
If you are travelling within a certain state, you can use the Länder tickets (with restrictions of travelling on slower local trains and not during rush hours):

If you are travelling within Germany, use the Dauer Specials:

Thanks swandav. I'm trying to help someone going to a wedding in Pinsdorf and then hoping to move on to Koblenz. I suppose that's really an international trip rather than an inter-Germany trip. She will later go from Koblenz to Koln or to Munich for which the Dauer Specials will be possible, I assume, but is there anything that will help with that Pinsdorf to Koblenz trip? Appreciate your help.

Basically, if you/she uses the German rail site (www.bahn.de), it will show you the cheapest fare for your route. Well, it won't show the Länder specials, but it'll show you all the other specials.
