Phone card Instructions needed

My son just called from France using a phone calling card "avec pin" he bought, based on the instructions we received on this site. (This is when I start browbeating myself for not buying the cell phone.)
When he does the sequence to dial here, at the end he gets a busy tone. When he calls using operator assistance with our verizon account he gets through, so the problem is not on this end. He was dialing 001-ac-number. Is this right? Can someone list the steps-so that I can review them with him when he calls again? The hotel was no help. Thanks in advance for help.

That is correct.

It could be that his Calling Card service was busy.

I am not sure whether I have ever used "avec pin", but from my expereice, some phone cards require adding # after the destination phone numbers.

Is he calling from his hotel room? Many hotels prevent phone cards from working properly, so as to protect lucrative revenue from long-distance calls. Has he tried from a pay phone?
