Well it sure as heck was urban to some extent, being the main military road between Rome and Brindisi. It could hardly have avoided urban areas. It was the longest road ever built at the time, which is why everyone knows the expression "all roads lead to Rome." And there are plenty of offshoots off it, like the Via Domitia which I just saw in Narbonne, that were entirely urban.

There are very very few trains in Europe where you cannot bring anything food or drink wise on board - that is regular inter-city trains - commuter trains and S-Bahns, metros sometimes no. I've never been on an inter-city train where booze was not allowed to be brought on. Sometimes on rare occasions like trains going to big football (soccer) matches have instituted such temporary bans.
The only food I would not bring aboard is something like stinky cheese, etc out of respect for others.
