From an engineers point of view, this would be very costly in the following aspects, ranked by priority, 1 being highest:

1)politics
2)planning
3)main tenance

One hell of an idea. Imagine the storms out at open sea. How high would the bridge have to be to clear 40 foot swells? Would the bridge be in the way of shipping lines? There would have to be major stopping points for provisions etc...

I would like to live to see the day

L - we have storms here at home also - they would just close the bridge for a day. You could build big platforms along the way to have gas stations and hotels.
Lets all just think positive here and not LIMIT ourselves!!!!!!!!!!
If they put a man on the moon then we can darn sure build a bridge between the continents! We built a canal through Central America!!!! What if they engineers listened to those who laughed at them!!!??!!!

I think a trans-atlantic tunnel would be much more interesting. The rest/refueling areas could be their own self-contained communities complete with hydroponic farms for part of the food needs. Luminescent algae could be used for lighting. Deep sea diving shops could help get some tourist trade at strategic points along the tunnel. I think that a high volume air mover could be set up so that during transit the air could move the vehicles rather than burning fuel. Just think of all the opportunities!

Hey, it's the DREAMERS who make the world go round. I happen to be a DREAMER who sees the glass half FULL. Unfortunately most people see the glass half EMPTY. Just think of all the great inventions that would not be if people listened to the nay sayers. I BELIEVE. I BELIEVE. I BELIEVE I CAN FLY. I BELIEVE I CAN TOUCH THE SKY. I BELIEVE I CAN REACH THE STARS!

I must insist that we not be so Atlantocentric in our thinking. Those visionaries at the Interhemispheric Bering Strait Railway Project (really) have buildable plans for a bridge or tunnel across the Bering Strait connecting to the Russian railway system. Can't you hear it on the speaker in Penn Station? "The train on platform seven will depart in ten minutes for Montreal, Winnipeg, Yellowknife, Fairbanks, Nome, Anadyr, Novosibirsk, Moscow, Warsaw, Paris, London and Swansea. 'Board!"

L - where theres a will theres a way.
to answer your questions
1 a bridge would need to be built 41 feet above the oceans surface to handle 40 foot swells, that question is solved.
2 shipping lanes, ever hear of drawbridges?
problems solved.
