Except for special events masses are open, as in any Catholic church around the world. No special arrangements required. You will need to go through security to get into the Basilica, and you must be dressed appropriately.

There are Masses going on at St Peter's all the time (except during the Papal litugical celebrations). The Mass schedule listed on Vatican website is for public Mass in Italian. If you want to attend a Mass in English, you normally have to go with a pilgrim group with an English-speaking priest who has a pre-arranged celebration booked through the sacristy. You may be lucky when you visit and there is an English Mass going on with a group and you can just stay with them. Early in the morning (usually between 7 and 8 am), private Masses are being said by resident and visiting priests, some of whom will be English-speaking. There is no published daily Mass list (of all booked celebrations; priests can just turn up at the sacristy from 7 am and can say private Mass, if an altar is available).

If it's one of Papal Masses you want to attend, at St Peter's, in the piazza or elsewhere, you need to contact the Prefecture of the Papal Household and book a (free) ticket with them. Some events, such as Christmas and Easter Mass, are very popular and demand greatly exceeds supply.
