The easiest/cheapest is to take the tube (=underground), trains at least every 5 mins.--on the Piccadilly Line. From Victoria, you can either take a cab to Green Park station or take the Victoria Line from Victoria to Green Park (1 stop), then hop on the Piccadilly Line at Green Park--from there, the journey to Heathrow is 30-40 mins. (try to do it outside commuting hours, trains tend to get packed then).

Heathrow Express is expensive. (Too expensive I M H O.) The tube is fast-ish and a whole lot cheaper. If you have bags galore, then a taxi is the way to go, but that too will be £££.
However, if you are coming to Britain on Thanksgiving Weekend and you are American, the H Express is free, apparently.

I agree with Mike M.
To travel via Paddington or Green Park would take needless trouble, time and money. Rather, from Victoria underground station you'd take a District Line train to Hammersmith, then cross the platform to the Piccadilly Line and so go straight to Heathrow.
