The Greenwich foot tunnel was scheduled to close early last month for 10-12 months for repairing and upgrading the lifts. Not 100% sure it did close as planned but I assume so. Maybe you can google/research it.
I haven't heard anything about the Woolwich tunnel closing . . .

No, not closed yet. There has been much local hooha about precisely how the refurbishment of the Greenwich tunnel will be managed (a lot of cyclists use it to commute as you can't take bikes on the DLR). The Council are saying it won't require total closure:

Yes, I was a bir surprised it's on the list for treatment, since it seemed in much better than nick than Greenwich when I saw it. But I suppose if you're got the engineers in for one, you might as well do the other while you're at it. So to speak.

There are plenty of photos - see Flickr. Obviously it's inconsiderate to use flash in other people's faces, and I suppose there may be a safety consideration about not temporarily blinding people (and particularly the lift attendants) with it. But I don't recall seeing any signs prohibiting photography, and the means of enforcement aren't that obvious either. The local police have better things to do, as Fodorites will know all too well........

Thanks for the replies.. Not that I have a thing about going underground.. but this will be my third trip to London and I thought I would check out some unusual non-tourist places.. I am also looking into the Camden Catacombs.. if you can get into them!
