We were in Paris in the second week of January, 2001. It was cold. Not bitter but you needed a good coat. It rained one evening. I don't remember having a problem with attractions being closed other than the upper levels of the Eff. tower being closed for maintenance. Had a great time. No crowds.

Weather is a gamble that time of year.
That being said, we've gone before Valentine's day and had just one day of rain and it was tolerably chilly the whole time. Didn't run into anything closed we were interested in. This year we are returning the end of Jan. There is plenty to do inside if the weather is really bad and I don't need much of an excuse to stop for a hot drink and people watch.
How much do you like to gamble, I guess is the question to answer.

I spent a week in Paris last February and it started out very cold but ended up warm enough to ditch the hat and gloves. Either way it was better than the weather here in Massachusetts.
No attractions we tried to see were closed. I think more day trip destinations outside Paris are likely to be closed in the winter, though, such as Giverny.

We were in Paris last February. A few days were very cold with rain. But it was still better than being in New York, and gave us great excuses to drink more fabulous hot chocolate!
No attractions were closed, and there were were few crowds. All in all it was a delightful way to spend a winter week.
