Itinerary suggestion for Cote d'Azur and Provence

Tulips, I think you are right. I'm pushing it a little too hard and unnecessarily so. There's too much to see in Cote d'Azur and 3-1/2 days is peanuts. Can't help, I bit a lot more than I should have. Being a first timer in these countries, I wanted to cover as much as I could, and in the process will only scratch the surface.
Coming back to my itinerary, I'll drop the visit to Menton, Monaco and Villefranche-sur-Mer on May 31 and relax on the beach at Cannes or Juan. The tragedy with me and my family is, we all love the sea, but none of us can swim. So we can only stand in knee deep water and feel jealous.
I agree, that life would have been a lot smoother had I hired a car. But, I am one of those rare creatures who can't drive, and my wife who can, does not have an International license. Hiring a car with driver at Cannes costs a bomb. The cheapest that I have seen so far is 440 euros.
I will take a train to Cagnes-sur-Mer and a Bus (Line 400) from there to St Paul, total journey is 1 hour. From St Paul I'll take a taxi for Biot and another from Biot to Antibes. This way I will save time and manage the trip within 120 euros. I presume taxis will be available at St Paul and Biot...or do I have to book in advance??

Those are very small perched villages. There will not be any taxis just waiting around. All the business is in Nice/Cannes - the big cities.

I did a back of the envelope calculation. If I hire a cab from Antibes-St Paul-Biot and back to Antibes and halt for 2 hours at each place, then my cost comes to 150 euros. Cannes-Antibes can easily be done on train. Taxi waiting charges are high at 28.20 euros per hour. I hope 2 hours each at St Paul and Biot will be sufficient.

Do you need an international drivers license? I don't have one, and have no trouble renting a car in the US or anywhere in Europe with my Dutch license.
Anywhere along the coast except for St Tropez is easy by train.
I understand wanting to see everything while you are there; we visit the Cote d'Azur often. But I do know 19-year old kids!
The beach in Cannes is nice and sandy, and many (maybe most) of the people lying on the beach there do not go in the sea. Next to the Festival hall is a large public beach, popular with kids. In the summer they organize all sorts of activities there, don't know about May.

From what I have read in other posts, while an international drivers license is not mandatory, it comes in handy if you get pulled-over. Besides, in India we have right hand drive as opposed to left hand in Europe and the US.
I find it extremely difficult to lie down on the beach for hours...maybe I'm too restless or distracted by the beauty around. Although, I can spend hours watching the sea, dipping my toes in water (how romantic!) and soliloquy. Is there a quieter beach, preferably sandy, in or around Cannes? Besides, what will the daytime temperatures be like at the end of May?
