IPhones in Paris

My Son is going on his Honeymoon to Paris and wants to take his IPhone that has a couple of translation apps he might find useful. Our question is two fold. Will the apps on the Iphone work without giving AT&T the $200.00 a month they want for Iphone service in France? Is there a cheaper way to use an IPhone in Paris. I know Iknow He's on his honeymoon ...leave the IPhone in the US. I told him this too but he wants to use the Apps.

He can use the iPhone at any free WiFi spot, like his hotel. He can also sign up for the Boingo WiFi service for the iPhone, $7.95/month.

Tell him to turn off the data and see if the Aps work. If not, then it won't work in Paris without data. Most of mine did work. I never bothered with WiFi.

If there is WIFI available that he can connect to, then he can use it for free. He just needs to turn the WIFI on on his iPhone. Otherwise, the apps will work, it'll just use the AT&T network and he'll be charged incredible prices for using the bandwidth. I did this in Guadeloupe, French Caribbean recently. It worked great with WIFI and didn't cost me anything.
