Often used in the context of "from one country to another", referring to transportation - - by air, train or car - - but also from one location to another within individual countries.

"intra" means within.
"inter" means between.

As previous posters point out, an intra-Europe flight is one that stays within Europe. An inter-city train journey, on the other hand, travels between two cities, taking you from one to another.

Some people use the two terms interchangeably. They're wrong and - far, far, worse - misleading.
