My Belgian host recommended Wittamer. I did not do extensive comparison shopping, just took her advice and was deeply happy, as were all the recipients back home.

Mary has a good reputation - it's in the Galeries Royale de St.-Hubert, where you will find others including Neuhaus, who invented the filled chocolate. Wittamer also has a very good reputation. Bottom of the chain is Leonidas, but it is still quite acceptable. La Belgique Gourmande is a reseller rather than a manufacturer, but like Leonidas you will find its shops everywhere in the tourist district.
