Here's a website for the hotel:
http://www.fr-holidaystore.co.uk/eur...aris/page5.htm
It isn't the greatest neighborhood, nor does it look like anything out of the ordinary from the webpage.
The left bank is the more popular choice of Paris (5th, 6th, and 7th arrondissement). This area has lots of great places to walk to. The metro is very easy to use so if you're choosing that area because it's near the train station, I would pick another location to stay in. I'm going to Paris next May and have several hotel options on the left bank. Check out www.hotelstravel.com

I go to Paris, and often go alone. I like to be able to go out at any time of the night and feel safe, so I always choose the 6th arrondissement, though the 5th and 7th are also good. There is not a lot to see in the République/Gare du Nord/Gare de l'Est area. You would be taking a bus or subway out most of the time. I would be very careful on the subway in that part of the city at night. Sometimes rather suspicious looking characters hang around the rail stations. I am not easily frightened, but I am fairly cautious. But then, you are probably safer there than in most American cities. I just think you would be happier elsewhere in Paris. Near the river on the Left Bank, there are lovely walks, good restaurants, and activity most of the night. It's great. I hope you have a good time regardless of where you stay.
I couldn't find this hotel in my hotel book 1994, but very complete and put out by Office du Tourisme. But, I agree with all of the above comments about the area. Suggest nice, convenient hotel in 7th near everything, Hotel La Bourdonnais, near Eiffel Tower, walking distance to everything, Metro Ecole Militaire.3***,111,113 ave. de la Bourdonnais, 75007. Have stayed there numerous times, never disappointed. Our favorite.
