Christine, they are ahead of you on what they call it. My statement from Citibank calls it a "foreign transaction fee" -- not a currency conversion charge. As some of the recent posts have noted that charge is levied even if the foreign merchant bills you in US dollars, so it has nothing to do with conversion rates. And yes it is likely to apply in a foreign country even if the US dollar is their standard currency.

Thanks for a new direction to pursue. You may be correct that Capital One, my credit card is not be the culprit. It's a great pity they didn't have that response for me when I complained, but instead defended their charge, which may yet prove not to be their charge if you are correct.

I've been in contact with consumer-action.org, which lists Capital One has having no foreign transaction fee and they are apparently following up with Capital One. I've given them my name and address so they can look you up and see what happened on my account.

I've also been to Durant Imboden's "Europe for Visitors" site, where I've found excellent information on card fees in the past. I regret not staying up to date with that site. On it, there's a note about "Another conversion scam: Merchant fees" that is right in line with clevelandbrown's comments.
