Thanks, all, for your quick replies. My sister has left for the airport with baby, so hopefully they'll be ok. Next time, she knows to get a notarized letter.

Now, are you sure chepar? We have to see your picture to believe it. (Just kidding). You're probably right, but I heard this from someone who works as an immigration officer at the San Francisco airport, it may be diferent in other airports. I just wonder how the husband can get a notarized copy in Germany. Notary service is really not that cheap & simple to get like in the US.

ira, well, I haven't heard from my sister since she left for the airport. (She's on the east coast and I'm on the west.) So hopefully they'd let her board the plane at least.

I always travel on my own with the kids and meet up with my husband later. Canada is the only place where I have been questioned about this - ironically, I was on my way back to the USA. It has never been a problem leaving the US. Even when questioned at Canadian immigration, I just told them what I was doing and there wasn't a problem.
