I am planning a trip to Brussels and was quoted an incredible rate for my hotel of choice. Does anyone have experience booking through them, positive or negative?

I have booked rooms through GTA several times. They really have great rates, and I have never had a problem.
Never used Gulliver Travel to plan a trip though. Just wait a few days after booking, and call or e-mail the hotel and check on your reservation. At that time you may want to make any special requests regarding the room (non-smoking, early check-in, etc.) I have never had any luck with the early check-in...they usually want you to book the room for an extra day.

Ha ha!
I used to work for these people, Goswell Road, London, plus tons of offices worldwide.
They were recently bought out by a mega-travel company, but the company was started about 25 years ago by four Jewish Iraquis who fought in the same tank against the Iranians. (No messing about with these guys!)
Nothing to worry about.
For Brussels you should be fine. Check you have your reservation voucher and you may feel more comfortable reconfirming your reservation directly with the hotel.
The hotel will have your reservation from the moment Gullivers confirms it to you.
They will NOT give you the same rate if you try to book direct.
