You are right (mostly) and I was wrong (mostly).
The ICE 1, with single seats in compartments went online in 1991.
The ICE 2, did not have compartments.
The ICE 3, on most lines since 2005, has single seats in the 1 cl compartments and bench seats in the 2cl "Mother and Child" compartments.
