The "rules" depend on where you're coming from:

It's always recommended to check with government websites, either the country you're visiting or your home country, rather than internet forums or social media.

There are many museums in Genoa. To know the latest and most accurate info for an individual museum, its open hours and days, covid safety rules, etc., you need to check its website. Covid rules and restrictions can change daily and may not be the same at every museum.
I know there are different types of tickets for the Maritime Museum complex, depending on what exactly you want to see and what works within any time limitations you may have.
There is also a city museum pass, but you'd have to check what's included.
