A F1 race is really a multi-day festival with practice, qualifying, the actual F1 race, and subordinate races (often just as interesting) spread over probably three days.
I think many tracks have distant parking areas, from where you are bussed into the actual track.
So I would suggest you find pleasant reasonable lodging within say an hour's drive of one of the distant parking areas, and either get a rental car or take a taxi to the distant parking area and back.

Where are you getting this information about "shuttles" (whatever they are) "from the local towns to the racetrack"? I can't find it on the Silverstone website, and it's long been a local whinge that there isn't any kind of bus service to the course except from Northampton railway station.
There are buses from the outlying car parks to the site, and there's a pretty pricey transfer service from the nearest private airport. Or you could book a taxi - though heaven knows how you get back. But that's it.
You might be able to book some kind of package with a hotel in, say, Oxford or Stratford, that includes transport to the course.
But personally, I wouldn't dream of getting to the course except by car. Unless I could afford a helicopter, or unless some other poster has cracked what's notoriously an uncrackable problem.

There MAY be race transport from Brackley and Towcester - I don't know. But those are just two small towns/villages near the track. You'd really need a car to get to either one unless you plan to take taxis/buses from places on rail lines like Banbury (for Brackley) or Northampton (for Towcester).
Just bite the bullet and hire a car unless you want to wander around the Oxfordshire/Northants/Bucks borders on local buses/taxis
Driving is not difficult - honest.
