If it's still possible), probably the only institution that will do it is the central bank of Germany (Deutsche Bundesbank) itself, and probably only in a limited number of locations (like its headquarters).
If you're feeling charitable, the other thing you could do is donate the currency to the Oneworld Alliance's Change for Good program, which supports Unicef. British Airways, Cathay, Qantas and other members of the Oneworld Alliance hand out envelopes on their flights to collect spare change from passengers. They accept legacy currencies because they can consolidate the funds and exchange them. Unicef probably takes such contributions directly, too.

Yes - you have unlimited time in germany for an exchange of coins and bills into Euro.
You can do the exchange at very branch office of the "Deutsche Bundesbank" (called "landeszentralbank"
free of charge.

Some shops still accept the old currency although this is not official.

I was told by some Germans who were lamenting the loss of "their" DM and the change from the DM to the EURO that the DM is still the currency of the realm in Kosovo. So, if everything else fails, there's always that option (if my info. was correct)
