They will get a car with winter tyres in Germany, because the law states they must have them in case of bad weather, and the owner of the vehicle as well as the driver can be fined if they don't have them. May not be the Audi Q5 AWD they think they are getting though.
I actually think the one way drop off fee is reasonable - we paid nearly that for a one way drop off when we drove Rte 66, and the car we got in Chicago had California plates so we were returning it for them!

I agree OP doesn't really want advice though they have received plenty of excellent suggestions.
