Euro price reading question

Does 400,00 euro mean "400 euro" or under $500 in USA or am I reading the comma wrong? This is in Italy.

we put points only for big amounts to separate 3 figures
1.000.000.000,00€ for ex

In Europe, we use comma and dot in the reverse sense. 400,00€ means €400.00 as written in USA.

In continental Europe, that should be. In the UK, we use commas and full stops as you do in the US.

And to translate -- "full stop" = "period".
