I'm the original poster, and despite the fact that we aren't talking a lot of money here, I contacted Visa a couple of days ago via their website. I didn't believe they would do anything to help as my husband should have been more alert at the time, but we had nothing to lose by asking.
Surprisingly, Visa sided with us and gave us a credit for the difference. I don't know if they actually contacted the shop owner or if they just gave us a credit out of goodwill.

Just clarify...did you contact visa to report the merchant or did you contact your bank...the first step would be to contact your bank. Visa is an umbrella organization for a consortium of banks, each bank free to set its own policy. Visa simply is set up to do the interchange. You buy something from a merchant who deposits the sales draft with his or her visa bank and then if the charge is written on a different visa bank, visa handles the interchange (picking up a few cents, of course, on each transaction). It was probably your bank and I doubt if they actually did anything else other than refund the few cents difference (not that you shouldn't have, of course).
