DUAL VOLTAGE - a question

In my old age I can't remember all the details I've learned in life so far.

For our trip to France, I am taking an outlet adaptor. But I am trying to determine if I also need to pack a converter.

I am trying to determine if my husband's electric shaver is dual voltage or not. We don't have the instructions anymore.

The plug says "Input: 100-240VAC 50-60 Hz. 7W."

So does this mean "dual voltage" or not.

For anybody who forgets to bring their plug adaptor, the BHV store in Paris has tons of models from which to choose, as do the Darty home appliance stores all over France.
