Several years ago we stayed in Sarlat with a car--no problems with traffic, parking or driving, and we loved the beautiful little city. However, we were there late March/early April, so definitely not at the height of the tourist season.
FWIW we stayed at Villa DES Consuls and really liked it.

No car problems, but in some areas you cannot park on the street if you rent an apartment. You have to park in a municipal lot and move your car or pay on market days.
Still much easier than driving in from elsewhere, and it is nice to be able to walk to and from meals w/o worrying about alcohol.
