I think of anyplace inside the Circle Line on the Tube system to be "Central London" - not sure if there is an "official" boundary.

Basically zone 1 on the transport maps. Basically from Earls court on the west to the Tower of London in the east, and Regents park to the north to the south bank of the Thames

"Central London" is a very big place. Hyde Park is sort of in the center. The very center from a tourist's point of view is probably in/near Trafalgar Square. But just about everyplace in the large area called 'central London' will be convenient to every other area.

If you define the center of London that way it is really huge. If you want the real center - as in walking distance - you're talking somewhere between Green Park and Covent Garden.
