Cotswold Advice sought
We are going to Cotswolds Aug 29 - Sept 8, staying at Chipping Campden, near Toddenham, Moreton-on Marsh. Appreciate any advice on getting there from Virgin Terminal at Heathrow as well as renting car once in Cotswolds. Good advice will be paid back with a Pimm's Cup in your honor when we are settle in. You could rent a car at Heathrow. Alternatively, take the Heathrow Express into Paddington (15 mins) and get a train, also from Paddington, to Oxford (about an hour) and then you could rent a car in Oxford.

I think you'd want to rent a car at Heathrow and drive. If, for some reason you don't want to rent at Heathrow, the place to rent is Oxford. Here's a page with info on getting to Oxford from both Heathrow and London.

The Cotswolds are not that easy to get to directly from LHR. Don't know where you are staying since those three are totally different villages. I suspect you are repeating the B&Bs address which probably says something like "Toddenham, Moreton-in-Marsh". Doesn't mean they are the same place.
Moreton-in-Marsh does have rail connections to London, and local car hire. Chipping Campden might have a car hire (?) but there is no train station. And Todenham is a tiny place w/o either train or car hire.
So I would just rent a car at LHR and drive from there. If you don't want to drive from LHR then take the bus from LHR to Reading, then a train from Reading to Oxford and pick up a car there. (or you could take a bus straight to Oxford)
But if it were me - I'd just rent a car at LHR. It is easier to drive from the rental agencies near LHR than it is to drive in/out of Oxford.

Personally I would never advise someone to rent a car in London to travel to the Cotswolds.
You can take a bus from LHR ( central bus station) to Oxford and rent a car there. Avis has a location near the train station( short taxi ride)or rent a car at LHR.
