That budget rate is especially too low for a 4* hotel in that particular part of Paris, which is one of the most expensive. I agree that PRiceline is probably the only possibility for that.
I think there have been some threads on more moderate hotels around the Louvre. I don't think there are real budget hotels at the part near the Champs-Elysees, which is where place de la COncorde is and some of the most expensive hotels in Paris. However, you can get some 3* hotels around place de la Madeleine that are reasonable, and that's only a few blocks north of there. The Hotel Queen Mary is a nice 3* hotel near there, I've heard www.hotelqueenmary.com but I think it's usual rates aren't even that low (more like 170 euro).
Take a look at www.webscapades.com in the Louvre/Opera area and you'll see some 3-4* hotels with fairly good rates. There aren't many less than 200 euro in the neighborhood, and those are 3*.
