Yes, the tolls are lower in Portugal than in Spain, we have found. And viamichelin.com will give you the toll costs in each route.
Even though the Portuguese tolls have increased b y 4.9% starting in January, they are still less expensive than in Spain.
We are now traveling in the Basque Country and do notice the difference.
