If you're a Verizon customer, you can now use your regular plan minutes and data in most places in Europe, Canada and Mexico. The plan is called TravelPass and it's $10 a day, only charged on days you actually use your minutes or data. I've used it twice now and it was flawless. I just signed up online. If you don't use the phone on a particular day, there's no charge.

I will address two questions:
1)Can one navigate without WiFi/Data?
2)Can one just use the phone for internet?

1) Yes, navigation can, but not always, work without a data or WiFi connection. I assure you I keep my phone in airplane mode for our entire journey overseas, but the GPS locator will do a "cheat" for you.

2)I originally learned to use the app "Maps with Me", which allows you to download a city or area, and the barebones GPS signal will allow you to navigate the area

b)Google Maps apparently had started that same concept by last year.

Neither are perfect, but since I have no intention of buying a Data/Phone Sim for my smartphone, I have been VERY happy. I have yet to find a "surprise" bill when I return home.

2) Yes, one can just use the phone for internet. Again, I keep my Android phone in Airplane Mode for our entire time overseas, but I will turn JUST the WiFI on when I know I have a free or cheap WiFi connection, usually at our hotels.
