Can anyone recommend a budget hotel in Valence?

A friend of mine will be spending 2 nights, June 7 & 8, in Valence and I am trying to help her find a budget hotel. Would like to keep it to about $75 per night if possible and it needs to be centrally located, preferably walking distance from the downtown train station (not the TGV station). So far I've come up with these possibilities.

Hotel Atrium
Hotel Saint Jacques (Logis de France)
Hotel de France
Hotel des Négociants
Hotel de Lyon
Inter-hotel de Paris et des Voyageurs

I've checked Trip Advisor and the ratings and comments are all over the map. So I'd love to hear from anyone who has personal experience with any of these, good or bad, or who can recommend another hotel or B&B.

Merci beaucoup!

The Hotel St-Jacques is my vote for best choice in the old town at a good price.

Thanks, you two. Wayne, can you tell me anything more about the Saint Jacques? The only info I've found is on the Logis de France website and that's not much. Room size, comfort? Good restaurant? Anything would be helpful.

St-Jacques is located in the northeast part of the old town. It is overall a simple but well-maintained hotel. The rooms are not large, but for my purpose they are OK. There is no restaurant but they serve a simple breakfast. Of course there are lots of good restaurants nearby, so it won't be difficult to find a place for a good meal.
