I don't know about that -- I am almost positive I got my balance in Prague at an ATM and it was not my bank (which is nothing international, just a local state bank). It was last year so I could have details wrong, but I'm 99 pct sure because I remember the machine asked you if you wanted to check your balance--I pushed yes because I was just curious if it could do it from Prague, but it did. However, I found out after getting home I was charged an ATM fee for doing that, just like a withdrawal, it's considered a separate transaction and I sure didn't know that. That is why it sticks in my mind, though, because it cost me.

Just returned from Germany and Italy. We made 5 or 6 ATM withdrawals, none from our own bank. One bank in Germany provided the exchange rate and also gave us the acct. balance on our receipt. None of the others, which were all in Italy, did. Hope that helps. Dee

The vast majority of ATMs DO NOT provide account balances, but a few do. It mostly depends on if your bank is affiliated with the European bank. But even then you can't always get a balance. In the last 6 years (since I converted 100% from Travelers cks to ATMs) I have been able to get my balance probably 3 or 4 times out of about 150 withdrawals.
