Honestly I'd prefer it left as a public loo.
Here in Harlingen we have a harbour crane, a lighthouse, a life boat, a tugboat and a hopper on the harbour which you can rent. The crane was I believe the first in the world to become accomodation. There are now others around the world.
Plus of course we have all the traditional ships.
There are several prison hotels in the Netherlands too.

I would not use that hotel converted from the public loo. I'd hate to navigate around all the puddles, as I leave the "hotel" in the morning, left over by the punters who were left without a place to spend their penny.
I agree with hetismij. Most cities have hotels a plenty and the "invisible hand" will quickly react to rising demand. On the other hand many cities could do better with more public toilets which are clean, safe, affordable(free for homeless) and located at the right places. It seems even our American friends agree on this point:
