There isn't a "best" airport.
There don't seem to be flights to any Milan-area airport from Bristol. Cardiff's got a couple of Flybe flights a week to Malpensa. Birmingham (the easiest to get to by public transport) has just one or two daily flights on Flybe to Malpensa. The train to BHX requires changing at Birmingham New St, which up to a year ago was the ghastliest station in Europe for changing trains, but is now close to a pleasure to use. However, many infrequent train users don't know that yet, and you may receive contrary (and plain wrong) local advice to avoid the place.
Depending on how you want to get to an airport and where you want to be in Lombardy, I wouldn't rule Heathrow out (best way to get there: train, changing Newport, to Reading then bus. But you might prefer the direct train to Oxford, then a bus). It's got the heaviest frequency, and the fare can often be cheaper than the fare from Birmingham.
