Is that the one on Rue Amelie? We stayed there last July. We thought it was fine - we had a room in the new bit at the back, with the tiniest balcony I've ever seen (just room for 2 chairs) - but it did have a view of the Eiffel tower from it - very nice in the evenings. The area is lovely - just off Rue St Dominique and near Rue Cler.

Yes, the rooms had air conditioning. The buffet breakfast was reasonably good - they had a gadget in which you could boil your eggs to your own satisfaction, fruit, cereals, juices, different breads - my daughter had chocolate croissants every day, of course!
Our room wasn't that small, and there were three of us. There was a safe, and a minibar (handy for storing our own drinks too)
Reception staff were very helpful - breakfast staff a little uncommunicative!!
