What happens when you are small chested with very little cleavage? No hiding place? I would love to adopt some of the strategies here, but I wear only slightly padded bras. I was thinking about lining the bottom of the cups with flatened out notes as a secure hiding place for the main stash, and just carrying a small amount of notes and coins in a purse.

One can discreetly stash $79,000 USD in one's bra:

Didn't see this discussion when it appeared 5 years ago ..... still a relevant topic !! Have not used the girls as personal security system, but may consider doing so.

I've been everything between a 42D and a 48DDD - and plenty of things have been hidden in my cleavage. Money, credit cards, cell phone (very useful when out walking and listening to iphone music or podcasts!), passport, even change and drinks (yes, I can drink a can of coke without my hands, at least when I'm in my corset at a renaissance festival!)

I usually slip it over my breast, under my bra (on top). That way I can still feel/see it, but it's not obvious. For rounded objects (like the aforementioned coke can) it goes in the center of the cleavage, supported by the girls.

My mother-in-law used to keep nearly that much in her bra, and I don't think she was ever bigger than a 40D or so. It could be kind of lumpy though.
I've certainly put money in my bra, down the center, and tucked under one side or the other between the underwire and the breast. I don't think I've ever had bills fall out, but coins will usually stay for a while and then pop out after you've forgotten they're in there. A bra with light fiberfill (not really padding, but a shaped lining) would work well for the velcro idea, even in a smaller size.

No, she used to keep the entire contents of her purse in there. No cellphone, and I have thankfully never seen her take a can of coke out of there, but credit cards, candies, house keys, random notes, folding money and change, etc.
