3 days in Istria, Croatia

3 days in Istria, Croatia
After a congress in Pag, Croatia, Ill have only 3 days to do a little tourism to fly out at 6a.m. on the 4th-day.
For such a short time, I guess is better to stick to a city or two at the most.
Im thinking somewere around Istria (Pula? Rovinj?) is a good bet, or maybe Plitvici?
Any suggestion on the best way to spend those three days, starting from Pag, and returning to Zagreb on the third day, p.m. is highligh welcome.
I enjoy culture, scenery, historic sites, plazas, cafes, old/medieval towns, good local food, and nice scenery to finish a book while watching the adriatic sea! and to move with public transport.

Istria is lovely, but better seen I think with a car. For driving to the hilltowns, in particular.
I think your best bet is taking the bus to Split, spending time there and in nearby Trogir, then busing or training from Split to Zagreb.
Both Split and Trogir are World Heritage Sites. Split is the site of the retirement palace of the Roman emperor Diocletian. Alas, he never made it to retirement, and the townspeople helped themselves to the palace. The town flows in and out of the palace remains. Trogir is a pretty, well-preserved small town on an island, a short bus ride from Split.
Plenty of sidewalk cafes, scenery, etc.
And Split has quite a large airport. Might it be possible to change your flight to leave from there?
