I've traveled Stockholm <-> Helsinki on the Silja Line several times. It is one beautiful boat. Party time. The buffet dinner is great. The Helsinki to Tallinn ferry is a quick few hours on a smaller ferry. Then I used the bus from Tallinn to Riga and then Vilnius. Each is a five hour ordeal, but cheap, on Eurolines or Ecolines. I think you can manage that itinerary well in 3 weeks.
