I know this is an old thread but my mother just returned from a Scotland/London GCT trip (she is 81 and has been on 7 GCT trips). She complained more than her usual - apparently there were 600 people booked for this tour and while it was organized as far as timing and buses, there is no way one can have groups of that number in same location at roughly same time and feel served. She was distressed because, although here was no promise or size of group, all other GCT trips have been 1-2 busloads of people, not 14.

I learned after a 100-person trip with Elderhostel to ask how the maximum number in the group when I register. GCT's Costa del Sol trip had 50 but they split into two groups and had two program directors. We went on some of the same excursions, but there were never problems with too many people in the same place.
I can't imagine having 600 people on one trip. Yikes!
