Fees could be mean the resort fee that a lot of hotels have started adding (which I think is ridiculous b/c they should just add it into the cost of the room if the fee is mandatory). The resort fee generally ranges from $7-20/day per room.
Make sure you ask about this b/c it's not fun to be hit with the fee when you're paying at the end of the vacation.

I think you may be wondering about Service Charges. Often, they are combined with taxes on the bill and can add close to 20% to the price. Other than that, there are sometimes "resort fees" added as well, like $10 per day for example, in addition to everything else. They are defined as covering the costs of things like beach chairs, tennis, internet, etc. Guests are not happy about that, though, and I understand some hotels have abandoned them or will remove them from the bill if you argue about it. Especially if it is not disclosed in the reservation (which it usually is).
Just be sure to ask specific questions: Are there any service charges, fees, and what tax is added? Not every hotel does it the same way.

Some, but not all, "full service" resorts add on a service chage in lieu of gratuities. The amount varies from resort to resort and are usually fully disclosed on their web-sites and rate brochures.
As Statia pointed out all hotels and resorts will add local taxes and as mah1980 noted some hotels or resorts have started adding the "resort fee" but there's no set standard right now. When booking your reservation make sure you ask the reservation agent to explain what fees, if any, will apply to your stay.

On numerous islands there is a standard service charge in addition to government taxes... taxes are mandatory, service charges (often 8-10% on the rate) are often NOT mandatory, so they are a hidden way to jack up the rate... note, it normally is mandatory to distribute the service charge to line staff if it is collected.
