Mystery buoy from Canada I found on Middle Caicos beach

Bambara Beach, Middle Caicos 2500 km. from Canada, I found old rusted Canadian navigation buoy. I was very curious how this buoy ended up on the beach and emailed The Canadian Coast Guard. They replied to me:

"Thank you for your interest in Canadian Coast guard operations. The buoyyou have found is certainly one of the many that have been lost in the Fall of 1989. The crew from the Coast guard vessel were on strike which prevented us from using the Buoy tender vessel to recover the summer buoys before the winter. The moving ice started to hit the buoy and thusbreaking the mooring system (chain and anchor) which resulted in some buoys going adrift. Some were found as far as Ireland and also the Bahamas. I have never heard about this one in Turks and Caicos. Unfortunately, is is not possible to identify which position this buoy was because our records on this matter were destroy 5 years ago. All I can say is that it was a light steel buoy in between Montreal and the Entrance of the Saguenay river in Quebec"

Canada Coast Guard Strikes For More Pay
Canada's Coast Guard went on strike for higher wages today, throwing up picket lines on the East and West coasts.The 2,200 unionized seamen, deckhands, stewards and cooks--who conduct sea rescues, go on customs and fishery patrols and work aboard government research vessels--said they will return only in emergencies. None were immediately reported.Coast Guard spokesman Craig Dougans said the agency will "so the best we can, but you can expect some disruptions."
