just my opinion, but YOU"RE NUTS!! it takes forever to drive in DR due to poor infrastructure, vehicles are unreliablea and drivers have no concept of the value of life. We just returned and it will take an act of God to get me back there and DR is considered a higher caliber than Haiti.

I don't know much about that area in particular, but, I do know that it can be difficult to find a rental car company that will allow you to cross international borders.
You'll probably have better luck asking your question on the Lonely Planet 'Thorn Tree' travel board. Fodors tends to have more 'mainstream' travelers.

I have friends who have driven/bused to the border and crossed into Haiti -- you will not be permitted to take your rental car into Haiti. They did it so they could check Haiti off their visited list, but to me that seems like cheating (to merely cross and see an uninteresting part of the country). But, to each his own.

Speaking from experience, I would advise you to cross the border by air.
Safety is relative so I will not comment on the safety in the DR or in Haiti.
It's just more convenient to do it by air due to the very poor road conditions. Similarly if you have to travel any long distances within Haiti, as far as possible, I would advise you to also do that by air.
