The operative words which you obviously missed are "frankly" and "in public" places, kinda like the chance of a Haitian talking freely in the time of the Tonton Makout if you wanna make that stretch...again.

So you are already well aware that if you are approached, the person is a hustler and not someone with whom you would have a frank conversation about Cuba.
