Sadly the only local company that takes visitors over to the Gulf Islands to see Whales http://www.vancouverwhalewatch.com/
doesn't start operation until April 19-the week after Easter-and that's still early.
If it's outdoors you want the weather may be nice enough for a Kayak trip.
Do a search for Granville Island or Deep Cove Kayaking it's easy to rent a boat for a few hours.

I knew I shouldn't have hit post so fast.
Click on the Sea Lion Tour link on Vancouver whale watch-it might suit.
They are noisy smelly beasts at best but the area can be interesting if it's not raining and Steveston is easy to reach from downtown.

Try www.grayline.ca. They run whale watching tours as well. There is definitely more than one local company that does it.

I called vancouver whale watch. Apparently they are starting earlier this year so we will be able to go on April 10th.. however they did provide the usual disclaimers so we dont get our hopes up! Thanks for the info!
