Didn't you ask over and over about the Royal York and the King Edward, because you wanted to be near a meeting at the CBC?
Well, the Windsor Arms is not near the CBC.
$12 cab ride, give or take.
Windsor Arms is a fine hotel, probably, (nowhere near the reputation of the original Windsor Arms, which worked very hard at being high profile) and it is in a fancy neighborhood. Elegant restaurants, fine shops, short walk to the Royal Ontario Museum. Different feel entirely from around the Royal York.
But you are not likely to walk to the CBC from there in five minutes.

In the scheme of things in toronto, it's not all that far.
I'm near the CBC, and I have a partner near the Windsor Arms, and I walk up or back evry once in a while. But it's a serious walk.
Taking the subway is semi OK. there's a subway stop a block and a half from the hotel, and another station right across from the Royal York Hotel, so you could take the subway and then walk from the Royal York.
But who is to say...
I live 3 blocks from the CBC and five from the Royal York; the only other place I'd really like to live in Toronto is within a block or two of the Windson Arms.
Add two cab fares to the room rate at the windsor Arms, and see how it compares to the Royal York.
And if you are flying in, the airport bus goes straight to the Royal York, before driving to other spots to drop off passengers, so you save some time, too.
Bottom line; both are fine places in interesting neighborhoods, and one is more convenient than the other.
