Double check with the restaurant but jackets are not required although you may feel more comfortable with a jacket, esp during the week. Ties are not required. Smart casual kind of place. Assuming you are not from Montreal, Montrealers are generally better dressed than most North American cities.
My husband usually wears a jacket but no tie. It is a very nice restaurant, you will want to dress well.
I would say very smart casual at a minimum. A sweater, mock t-neck with sport coat is very popular with the gents these days. Toque is considered by most to be the best restaurant in Montreal, and the locals definitely do dress as upscale as their dining destination - elegant attire for an elegant dining experience.

I agree with all the above, smart casual for men and women, a jacket always. You can never go wrong with a black pantsuit for women.
