For dinners, Camilles and the Herald Street Cafe are excellant for West Coast Cuisine. Sam's Deli on Government street is a kosher style Deli run by a transplanted New Yorker. The Elephant & Castle Pub is also on Government and is good English Style for lunch. The Taj Mahal has very good Tandoori and there is a Greek Restaurant on Burdette with a windmill in front of it theat's pretty good.
I'm not into big breakfasts but there are some good buffets in the hotels.

I think there are pathetically few good places to eat in Victoria, but Gary has mentioned some better ones (except the last lunch I had at the Elephant & Castle was pretty poor). I've heard very good things about Camilles but have never been. People seem to like Pagliacci's too but it's very cramped.
I would add the White Heather tea room in Oak Bay for tea or lunch. They may be open for dinner too.
