We stayed in the Old City which is physically divided by a cliff - lower and upper Old City - there is a funicular between the two.
Chateau Frontenac is located on the upper and dominates the skyline.
The lower city has and old European feel with stone buildings and cobblestone streets.
If the budget allows it these are my choices:
Chateau Frontenac if staying in the upper Old City, Auberge Saint Antoine if staying in the lower Old City.
My visit to Quebec was part of a longer road trip, made a trip report that includes photos of the Old City if you want to check it out - scroll to the Quebec photos.

We really enjoyed Hôtel le Priori (15 Rue du Sault-au-Matelot). Check out Chapters Eight - Eleven (QC portion) from our 2019 trip report (lots of photos) on Montréal and Québec City.
