Those all sound like great destinations! I live in Victoria, so I might be biased, but there is a lot to do here and tons of culture, amaaaazing food, and cool sights to go see. Plus, the harbour is incredible. When I'm looking for my next adventure in the city, I usually check out hikes on www.VictoriaBC.ca. You said you don't like hiking, but they have tons of other stuff to do on the site as well.
