The water is still on... the hotels are very reasonable, its in the 40's to 50 degrees... on a crisp clear day the falls is stunning... not desolate, just a lot less crowded... the observation areas are open, but not the Maid of the Mist... the Fallsview Casino has concerts, shows, and is always busy... come on over...

Bleak. NF is bleak in mid-November. The leaves have fallen. Trees are bare. Probably not much snow. Grey, overcast days. It gets dark early.
But, The Falls are still spectacular and the area won't be crowded.
If it's the only time that you can visit, then go in mid-November but any other month would be preferable.

I've visited in late November a number of times and it can be cold, and certainly much less busy than summer, but I wouldn't say desolate. If you have kids - the seasonal Festival of Lights starts in November. Indoor attractions are open year-round, you'll have to check outdoor ones to see if any are still open.
If you're adults, you may want to spend some time in charming Victorian Niagara-on-the-Lake, a short and scenic drive downriver from "the Falls along the Niagara Parkway. Good restaurants, shops, many B&B's and several high end Inns/Spas. Niagara Wine country starts around here - many vinyards, most offering tastings, some excellent wines, open year round.

OceanBreeze1 It is almost mid November and it definitely is not bleak in Niagara Falls. The leaves are still falling and it is actually very pretty right now. Hotel prices are great and there is a special tasting event happening in Niagara on the Lake.
